The Last Percent

1 End: Bind Character, (Activate a Character to bind it), Foreshadow 2. If the Character is Syntient, +2, else +1.

2 End: You pay 4 or more Votes for any number of cards or abilities in one turn or you control 2 or more Syntient permanents. +1.

3 End: A Syntient permanent you control has more than 1 Liberation counter placed on it and is not destroyed, or GOVT is (+3) or higher, flip this card. +1.

Syntient permanents you control have Indoctrinated and +1 Vox.

Whenever a Syntient permanent enters the Map under your control add 1 to your Resource Pool.
